EPSDT & First Steps
EPSDT
(Early and Periodic Screening Diagnostic and Treatment Program) is a Medicaid program that provides needed therapy services to children under the age of 21 years old. The child must have a current physician and a Kentucky Medicaid card. EPSDT Therapy can provide Speech Therapy, Physical Therapy, and Occupational Therapy. Anyone can make a referral, however, a doctor’s order from the child’s physician must be obtained before providing service. Our EPSDT Therapy Program is under the direction of our Home Health Agency.

We provide these services in all seven counties of the Green River District
First Steps – provides services to families with children ages birth to 3 years old who have developmental delays or established risk diagnosis.
Eligibility Criteria-
Developmental Delay. An evaluation can be completed to determine if the child in not developing age appropriately in one or more skill areas: cognition, communication, physical and fine motor skills, social and emotional, or self-help skills.
-OR-
Automatic entry if the child has an established risk diagnosis which has a high probability of resulting in developmental delay, such as Downs Syndrome.
First Steps
(Kentucky Early Invention Services)
The First Steps Program provides services to children birth to 3 years old with developmental delays or established risk diagnosis who are in need to First Steps intervention within the Green River District Area.
Eligibility Criteria:

Developmental Delay: An evaluation will be completed to determine if the child is developing age appropriate skills in the areas of cognitive, fine and gross motor, adaptive, social-emotional, and communication skills. If the child is determined to be delayed in any of these areas of development, the child may qualify for First Steps intervention.

Established Risk Diagnosis: If a child has an established risk diagnosis which has a high probability of resulting in a developmental delay, such as Down’s Syndrome, hearing loss, etc., the child automatically will qualify for First Steps services.
First Steps Services include:
*Evaluation and Assessment
*Service Coordination
*Physical Therapy
*Speech & Language Therapy, including Feeding Therapy
*Occupational Therapy
*Developmental Intervention Therapy
*Assistive Technology
*Transition Services
First Steps services are available to any child and family who meet the eligibility criteria, regardless of income.
Anyone may make a referral for a child who is under the age of 3 years old.
